DBE Program Info

The Department’s Disadvantaged Business Enterprise (DBE) program is designed to remedy ongoing discrimination and the continuing effects of past discrimination in federally-assisted highway, transit, airport, and highway safety financial assistance transportation contracting markets nationwide. 

The primary remedial goal and objective of the SD DBE program is to level the playing field by providing small businesses owned and controlled by socially and economically disadvantaged individuals a fair opportunity to compete for federally funded transportation contracts.

To become a Disadvantaged Business Enterprise (DBE), you need to meet the following criteria:

  • Own 51% or more of a “small business”.
  • Establish that you are socially and economically disadvantaged within the meaning of DOT regulations.
  • Prove that you control your business.
  • Meet the federal definition of a small business concern.
  • Be an independent business which does not depend on its relationships with another firm or firms.
  • Be an existing “for-profit” business that is currently operational.
  • Be a U.S. citizen (or resident alien) and be a member of a socially and economically disadvantaged group.

Funded through the Federal Highway Administration, the SDDOT DBE Business Development Program (BDP) is intended to support SD DBE program participants. The DBE Business Development program is designed to give you and your team the necessary knowledge, skills, and resources to grow your business.

We work directly with you, the business owner, to identify organizational goals and areas of focus that will help move your business forward. We work hard to develop relationships with our clients to truly understand the personality and culture of your business so that we can uniquely tailor curriculum based on the current stage of your business and help determine growth strategies.

⇒ May 16 SD DBE Goal Methodology Public Meeting

  • Contractors, DBEs, and all other interested parties are invited to attend an in-person meeting prior to developing the SDDOT’s overall DBE goal for the fiscal years 2025-2027. 
  • The meeting will be held in the DOT Commission room at 700 E. Broadway Avenue, Pierre, SD from 10:00 am CDT until 12:00 pm CDT on Thursday May 16, 2024.

⇒ USDOT: Upcoming Changes to the DBE/ACDBE Programs

On April 09, 2024, the U.S. Department of Transportation (USDOT) released an update to the governing rules of the Disadvantaged Business Enterprise (DBE) and Airport Concession DBE (ACDBE) Programs. These rules will go into effect on May 09, 2024.
